The response had been in preparation for several years, the so called "Pericles Plan" for which the president of the Centre Union Party, Georges Papandreou, would find the text in 1963 in the drawers of his predecessor, Constantine Karamanlis.

The Pericles Plan went as far as to give details of how the police, army, the Security Battalions, the groups of "well-thinking citizens" were to betake themselves to effect pressure on the electorate, and defraud.
In 1961 the ERE win.
Toute rupture du camp nationaliste est ainsi conjurée, l’ERE , le gouvernement demeurent contre les communistes , les seuls facteurs authentiques, conséquents , dynamiques, de camp dans al conscience du peuple grec…Cette qualité constituera la base idéologique sur laquelle reposera toute l’organisation de la lutte électorale, avec pour slogans fondamentaux : « tous les Grecs nationalistes aux côtés du gouvernement », « ou bien je suis avec le gouvernement ou bien contre le gouvernement et par conséquent contre la Grèce ».Ceci , si c’est possible , ne dit pas se dire officiellement, mais par la propagande dire brune ou noire ».
Le plan Périclès va jusqu’à préciser en détail comment la police, l’armée, les bataillons de sécurité, les groupes de « citoyens bien pensants » doivent s’y prendre pour faire pression sur les électeurs , et frauder .
L’ERE l’emporte en 1961.

Georges Papandreou, the new Prime Minister, refused an alliance with the United Democratic Left, in the name of "the fight on two fronts". Two years later, he was dismissed from the office of Prime Minister by Constantine II. The political crisis of government after government incapable of controlling discontent worried the king who prepared a coup d'etat with his generals.

Deux ans plus tard, il est démis du poste de premier ministre par Constantin II . La crise politique, de gouvernement en gouvernement incapables de maîtriser le mécontentement inquiète le Roi qui prépare un coup d’Etat avec ses généraux.
