Estabelece o Marco Civil da Internet no Brasil.
O CONGRESSO NACIONAL decreta:
CAPÍTULO IDISPOSIÇÕES PRELIMINARES
Art.
1. This Law sets forth rights and obligations for the use of the Internet in Brazil and determines the directives for the the Federal, State, City and Federal District jurisdiction over the matter. （i am just testing）
1º. Esta Lei estabelece direitos e deveres relativos ao uso da Internet no Brasil e determina as diretrizes para atuação da União, dos Estados, do Distrito Federal e dos Municípios em relação à matéria.
Article 2. The regulation of the Internet in Brazil shall have as fundamental principles the recognition of the interational nature of the network, the rights of citizeship translated into the digital environment, the human rights, the values of plurality, diversity, opennes, and collaboration, the freedom of entrepreneurship, the freedom of competition, and shall abide by the following principles: I - the guarantee of freedom of speech, communication and expression of thought;II - protection of privacy;III - protection of personal data, provided by law;IV - preservation and guarantee of net neutrality;V - preservation of estability, safety and fuctionality of the network, by means of technical measures compatible with interational standards and with incentive to best practices;VI - preservation of the participatory nature of the network.
Art. 2º. A disciplina do uso da Internet no Brasil tem como fundamentos o reconhecimento da escala mundial da rede, o exercício da cidadania em meios digitais, os direitos humanos, a pluralidade, a diversidade, a abertura, a livre iniciativa, a livre concorrência e a colaboração, e observará os seguintes princípios: I – garantia da liberdade de expressão, comunicação e manifestação de pensamento; II – proteção da privacidade; III – proteção aos dados pessoais, na forma da lei; IV – preservação e garantia da neutralidade da rede; V – preservação da estabilidade, segurança e funcionalidade da rede, por meio de medidas técnicas compatíveis com os padrões internacionais e pelo estímulo ao uso de boas práticas; e VI – preservação da natureza participativa da rede.
The principles defineb by this Law do not exclude other set forth by the national legal system related to the matter, or by the international Treaties subscribed by the Federative Republic of Brazil.
Parágrafo único. Os princípios expressos nesta Lei não excluem outros previstos no ordenamento jurídico pátrio relacionados à matéria, ou nos tratados internacionais em que a República Federativa do Brasil seja parte.

Art. 3º. A disciplina do uso da Internet no Brasil tem os seguintes objetivos: I – garantir a todos os cidadãos o acesso à Internet; II – promover o acesso à informação, ao conhecimento e à participação na vida cultural; III – fortalecer a livre iniciativa e a livre concorrência; IV – promover a inovação e fomentar a ampla difusão de novas tecnologias e modelos de uso e acesso; e V – promover a padronização, a acessibilidade e a interoperabilidade, a partir do uso de padrões abertos. Art.
Article 4. For the effects of this Law, the follow definitions apply:I - Internet: the set of means of transmission, commuting and routing of data, structured internationally, as well as the protocols necessary to the communication between terminals, including also the software required to this specific end;II - terminal: computer of other analogous device that acn connect to the Internet;III - administrator of autonomous system: the legal entity, duly registered by the LACNIC (Latin American and Caribean Internet Address Registry), responsible for specific sets of IP (Internet Protocol) numbers and by a set of routers, networks and Internet communication lines, which are part of an infraestructures delimited by the same protocols and metrics.IV - internet connection: authentication of a terminal for sending and receiving data packages through the Internet, by means of the attribution of an IP number;V - connection logs: the set of information referring to the date, time of beginning and ending of an Internet connection, its duration and the IP number used by the terminal for receiving the data packages;VI - internet services: the set of diverse services that can be accessed by means of a terminal connected to the Internet, such as, but not limited to, navigation, instant messaging, sending and receiving electronic messages, publication of textual or audiovisual works in digital format, and others;VII - internet services´ logs: the set of information referring to the date and hour of use of an internet service by a determined IP number.
4º. Para os efeitos desta Lei, considera-se: I – Internet: o conjunto de meios de transmissão, comutação e roteamento de dados, estruturados em escala mundial, bem como os protocolos necessários à comunicação entre terminais, incluídos ainda os programas de computador específicos para esse fim; II – terminal: computador ou dispositivo análogo que se conecte à Internet; III – administrador de sistema autônomo: pessoa jurídica, devidamente cadastrada junto ao Registro de Endereçamento da Internet para América Latina e Caribe (LACNIC), responsável por blocos específicos de número IP (Internet protocol) e por um conjunto de roteadores, redes e linhas de comunicação pela Internet que formem uma infraestrutura delimitada por protocolos e métricas comuns. IV – conexão à Internet: autenticação de um terminal para envio e recebimento de pacotes de dados pela Internet, mediante a atribuição de um número IP; V – registro de conexão: o conjunto de informações referentes à data e hora de início e término de uma conexão à Internet, sua duração e o número IP utilizado pelo terminal para o recebimento de pacotes de dados; VI – serviços de Internet: conjunto de serviços diversos que podem ser acessados por meio de um terminal conectado à Internet, como, por exemplo, navegação, comunicação instantânea, envio e recebimento de correspondência eletrônica, publicação de obras textuais ou audiovisuais em formato digital, entre outros; VII – registros de acesso a serviços de Internet: o conjunto de informações referentes à data e hora de uso de um determinado serviço de Internet a partir de um determinado número IP.
